About
Noe Aguilar
Noe Aguilar is a Ventura native, business owner, and active community member running for Ventura City Council District 6. Raised in a hardworking Mexican American family with strong traditional values, Noe learned early the importance of responsibility, respect, faith, and commitment to community. Those principles continue to guide both his professional leadership and his vision for Ventura’s future.
As the owner of Inova Industries, a multigenerational family business serving Ventura and Santa Barbara Counties, Noe understands the importance of hard work, accountability, and supporting the local economy. His deep roots in Ventura and strong ties throughout the community give him firsthand insight into the challenges facing local families, neighborhoods, and small businesses.
With years of leadership experience in both wastewater management and business operations, Noe has built a proven track record of solving problems, managing critical infrastructure, leading teams, and delivering results. He is committed to improving public safety, addressing homelessness with compassion and accountability, strengthening Ventura’s local economy, improving the city's aging infrastructure such as roads and sidewalks and protecting the quality of life that residents value.
As a lifelong Ventura resident, Noe believes effective leadership starts with listening to the community, bringing people together, and creating practical solutions that serve everyone in Ventura.
My Mission
PUBLIC SAFETY
Public safety starts with addressing Ventura’s homelessness crisis through practical, compassionate solutions that protect both residents and the unhoused. The dire situations of the unhoused has a direct negative impact on the safety of our neighborhoods, businesses, and families. Without safety in our community or feeling safe, we are not a community. Dedication to working with police and fire to keep Ventura safe for our businesses and families is critical. I am dedicated to finding solutions within the city to allow and promote police and fire the ability to perform their jobs the way they were designed to be done.
HOMELESSNESS
All people deserve the same opportunity to thrive and succeed. Helping one another as a community is the foundation of a strong and healthy city. I have witnessed firsthand the unsafe and unhealthy conditions many individuals are living in, as well as the growing impact these challenges have on neighborhoods, businesses, and families. We cannot ignore that many people in our river bottoms are struggling with addiction, mental illness, and other hardships. I am committed to pursuing practical, compassionate solutions that provide meaningful support for our unhoused community while improving safety and quality of life for everyone. Everyone deserves a helping hand and the opportunity to rebuild, thrive, and contribute to a stronger Ventura.
COMMUNITY
Ventura should remain a city where families, professionals, small business owners, and future generations can all succeed together. Ventura’s diversity, culture, and strong neighborhoods are what make the community special, and I am committed to protecting and strengthening those values. As a lifelong Ventura resident, I understand the importance of community involvement, local pride, and leadership that listens to residents. My goal is to help create a cleaner, safer, and more united Ventura that works for everyone.
STRONG LOCAL ECONOMY & INFRASTRUCTURE
A stronger local economy begins with safer neighborhoods and a city that supports businesses, workers, and investment. By addressing crime, homelessness, and public safety concerns, Ventura can create an environment where small businesses can grow, families can thrive, and new opportunities can emerge. As a business owner myself, I know the challenges local businesses face and is committed to responsible economic growth that expands city resources, strengthens civil services, and reinvests in the future of Ventura. I will work hard to eliminate barriers that keep us from thriving and prospering for the purpose of making Ventura attractive to entrepreneurs that can pay livable wages to provide more housing opportunities. Doing so will provide the foundation to support public safety, homelessness, our aging infrastructure, including: roads, sidewalks, parks and beaches.
